Summary |
INTERNATIONAL PROJECT MANAGER
Presently I am Project Manager for the Marine Electronic Highway (MEH) in Indonesia. I am representing IMO (International Maritime Organisation a branch of United Nations)
I am in charge of managing the whole project. This involves two parts:
- A technical part, including Project Management, organisation, purchasing of equipments and services, hiring and managing consultants, designing process and layouts.
- A political part as this project funded by GEF and World Bank is shared between 3 states, Malaysia, Singapore and Indonesia. One is in the third Millennium, One in the twentieth century and one in the ninetieth century.
It is an exciting and interesting project but lacking of operational issues.
EXPERIENCE OF AN INTERNATIONAL TWINNING
My key roles are:
● Managing the team of experts
● Interacting with local Authorities
● The study on the ship generated wastes and the port reception facilities. Designing the waste management plan and the related regulation.
● The study on dangerous goods handled and transiting in Maltese ports.
● Designing, procuring and implementing a web based IT system for the process of the calls and for the treatment of dangerous goods declarations. This system being connected to SAFE SEA NET, the European database.
● The study, design, procurement and commissioning of a VTS made of a net of 9 radars inter linked. This VTS is also connected to SAFE SEA NET.
● Designing the plan for the accommodation of ships in difficulty.
● Designing the pollution fighting plan.
● Designing the organisation of the Harbour Master office.
● Designing the training plans for people in charge of dangerous goods and for VTS operators and supervisors, according to IMO resolution A-857 and IALA V-103.
EXPERIENCE AS HARBOUR MASTER AND CIVIL ENGINEER
The port of Nantes – Saint-Nazaire, 35 Million tons of cargos a year, is located on a river with streams up to 7 knots. Due to the nautical conditions and the muddy waters of the river, the mooring of the vessels are very sensitive. Ships calling were VLCC (360 m long 220 000 T of crude oil), bulk carriers (300 m long 200 000 tons of coal), LNG carriers 290 m long and 150 000 cubic meter LNG, bulk carriers loading up to 70 000 tons of grain, container carriers up to 280 m.
Key roles of Harbour Master:
● Being a decision maker .It involves many contacts with port professionals, administration, suppliers and ports builders.
● Coordinating, motivating and organizing all these people whose interests are often in conflict.
● Responsible of the exploitation of the port, of the navigation and of the calls of the ships. Management of more than 3000 calls per year.
Personal reached goals:
● I had a decrease of 90% of the accidents and incidents. At the moment this port is considered as the most advanced for the quality and the safety of the calls, even against Rotterdam or Antwerp.
● Design and procurement of a web based IT system to prepare and process the calls. This IT system got the first price of the contest NET 2000, against Boeing, Renault and Bouygues.
● Engineering studies for other ports, such as Dahej in India. I had to design a LNG terminal and to deal with all the nautical issues.
● I had to build a Ro-Ro berth, from the preliminary studies to the achievement of the berth.
I had to build a berth of 600 m for container carriers and to procure the gantries.
●I had to modernise the gantries for the coal terminal, in order to unload a vessel at a rate of 1000 tons per hour.
EXPERIENCE AS I.T. TECHNICAL DIRECTOR
● Responsible of the making of software for industry. In charge of a team of 7 IT people working on the same project.
● Implementation in 1988 of a quality management for the production of software.
● Installations, advices, motivation and training of the customers, such as ARIANE ESPACE, THOMSON, COGEMA, ALCATEL, TGV….
● Study and quotation of the call for tender, writing specifications and TOR for customers.
EXPERIENCE OF SEAFARER
●Sailing as Mate, Chief Officer, Second Engineer and Captain on various kind if ships: General Cargo, containers carriers, Bulk Carriers, LNG carriers, VLCC, Tankers, Ro-Ro ships, scientific ship, passenger ship.
●Used to make all kind of navigation, on all oceans and seas including Arctic and Antarctic.
The plus:
●As Engineer used all kind of propulsion, slow or fast engines, and steam turbines. Also Officer in charge of the electric supply and of the maintenance of automatic and electric devices.
●Very good knowledge of ships exploitation especially of bulk carriers.
● Representative of the ship owner during the building of a new ship in a shipyard.
